A Cost Controller's 6-Point Checklist Before You Approve That Chemical Order

This checklist is for anyone who approves chemical orders—procurement leads, maintenance supervisors, even operators who hear “just order five more drums.” It's not a chemistry lesson. It's the six things I check before I'm comfortable spending money with a chemical or water treatment supplier. I've built this list over six years of managing purchasing for a 200-person specialty manufacturing plant with a roughly $1.5 million annual chemical budget, and it has saved me from more expensive surprises than I like to admit.

If you're comparing quotes, pulling permits, or trying to figure out why your well water smells like rotten eggs, start here. The order matters. Do these checks before the PO, not after the shipment arrives.

The six checks

1. Pull the certificate of analysis before the shipment leaves

Every chemical batch should come with a certificate of analysis, or COA. If your supplier has a customer portal—like the Veolia login we use for water treatment chemicals—log in and download the COA before you approve the order. The Veolia COA for our water treatment program lists the tested parameters, concentrations, and batch-specific results. But don't stop at downloading it. Check the batch number.

When I started in this role, I treated the COA as back-office paperwork. Then I got a delivery of “acetone” that was stored in the supplier's system under a different batch number. The label said acetone, the invoice said acetone, but the COA showed the batch came from a different plant and did not meet our purity spec. We quarantined the lot and had to reorder. That mistake cost us about three weeks of production schedule. Now the COA is the first thing I check.

Checkpoint: Confirm the batch number on the COA matches the batch number on the drum and the delivery order. A COA from a different batch is not a COA.

2. Verify the exact chemical identity, not just the common name

Here's where “chemical name of acetone” becomes a real question, not a trivia question. Acetone's common name is acetone. Its formal IUPAC name is propan-2-one, sometimes written as 2-propanone. If you're ordering it for a simple cleaning task, the common name might be enough. If it's for a critical spec, use the formal name in your request for quotation so the supplier cannot swap in a different solvent and call it “equivalent.”

I once compared two quotes for “acetone” side by side. Both were the same volume and both claimed 99% purity. But one was a technical grade and one was a higher-grade solvent. The price difference was about 15%—and the cheaper one would have been rejected by our QC anyway. The common name doesn't carry that information. The spec does.

If you're building a supplier spec, look up the substance in a public database like PubChem. You'll find the IUPAC name, CAS number, and purity expectations. Include that in your RFQ. It takes ten minutes and it eliminates a ton of ambiguity.

3. Cross-check chemical compatibility before you buy storage or pumps

Let's talk about nitric acid. Nitric acid is a strong oxidizer. It doesn't care that your pump is labeled “chemical resistant.” I've gotten phone calls from plant staff who were Googling “nitric acid chemical compatibility” after the tanks and hoses were already installed. That's backwards. The time to check compatibility is before you design the transfer system, not after a hose starts to soften.

A generic acid compatibility chart is not enough. Nitric acid behaves differently depending on concentration, temperature, metal grade, and whether the material is in contact with air. A quick search in NOAA's CAMEO Chemicals database is a good start. The better move is to ask your chemical supplier or the equipment manufacturer for a written compatibility certification that covers your specific concentration and operating temperature.

I learned this the hard way with a first order of nitric acid. I assumed our existing stainless steel transfer line was fine because it had handled sulfuric acid for years. The nitric acid service was different. The line was quickly replaced—after some ugly discoloration, not after a failure. That was pure luck.

Checkpoint: Get the compatibility document before you finalize the purchase order. If the vendor says “it should be fine,” ask for it in writing.

4. Treat the water chemistry, not the symptom

If you have sulfur water, the first question is not “how to get rid of sulfur water.” It's “what is causing the smell?” The classic rotten egg odor comes from hydrogen sulfide gas dissolved in the water. H2S can come from the well itself, from sulfate-reducing bacteria, or even from the water heater's anode rod. The right treatment depends on the source and the concentration.

The usual options are:

  • Activated carbon for low concentrations.
  • Oxidizing media, like manganese greensand, for moderate levels.
  • Aeration or continuous chlorination for higher, more consistent loads.

The mistake I see most often is buying a filter before testing. I watched a company spend a couple thousand dollars on a catalytic carbon system and still smell sulfur in the hot water. The culprit was the water heater's anode rod, not the well. The replacement part cost under $100. The filter was doing nothing.

Start with a water test that gives you H2S concentration, pH, and total dissolved solids. Then allow a supplier to recommend a treatment. A good water treatment partner—especially one that integrates chemistry and equipment, like Veolia—will ask for the test before quoting. If a vendor tries to sell you a sulfur filter without seeing the water analysis, that's a red flag.

5. Calculate total cost, not unit price

A lot of buyers focus on per-unit cost and completely miss what comes next: freight, hazardous material surcharges, expediting, testing, disposal, and the downtime if the product doesn't work. The “cheap” chemical often wins on the quote and loses on the monthly operating statement.

When I audited our 2023 chemical spending, I found that rush orders added roughly 12% to our total delivered cost. We were creating artificial emergencies by ordering too late. We changed the process to a three-week lead time standard and freight overruns dropped by almost half. That was not a supplier price reduction. That was a procurement process fix.

I also learned to ask about hidden fees. One vendor had a lower drum price than the others, but added a line for “hazmat processing” and another for returnable container handling. When I calculated the true cost per usable liter, the premium supplier was actually cheaper. That experience is exactly why I built a total cost calculator after getting burned on hidden fees twice.

6. Ask what the supplier will not do

This one is counterintuitive, but it's saved me from bad outsized expectations. If a supplier claims they can handle everything—chemistry, equipment, installation, training, disposal, and emergency response—for the same price as everyone else, I get suspicious. No one is that good. The phrase “we can do it all” usually means “we'll try, and you'll pay for the learning curve.”

In our current water treatment contract, Veolia has told us where their specialty stops and where we should bring in a different expert. That might sound like they're giving away work. To me, it's a sign of professionalism. The vendor who said “this isn't our strength—here's who does it better” earned my trust for everything else. I'd rather work with a specialist who knows their limits than a generalist who overpromises.

As a buyer, you want accountability. If a supplier is vague about what they're taking on, every problem becomes a dispute. Define the boundary in the scope of work.

Mistakes I'd rather you not repeat

These are the three things that burned me before I put this checklist together:

  • Assuming a COA is approved because the vendor is approved. A vendor can be great overall and still ship an off-spec batch. Check every delivery.
  • Storing nitric acid based on a general acid compatibility chart. Use a nitric-acid-specific source, and get a signed confirmation from the supplier.
  • Shock chlorinating a well before testing the water. I've watched $2,000 worth of chlorine treatments fail because the real problem was a 10-year-old anode rod. The fix cost less than $100.

The bottom line

None of these checks require you to be a chemist. They require you to be methodical and a little skeptical. Certificates of analysis exist for a reason. Chemical names matter. Compatibility is not optional. Water treatment starts with a water test. Total cost is different from unit price. And a supplier who knows their limits is safer than one who promises everything.

If a supplier refuses to provide a COA, won't give you a compatibility statement, or tries to sell you a filtration system before seeing a water analysis, that's your answer. Find another supplier. The total cost of the wrong supplier is way higher than the invoice they'll send you.

This list isn't fancy, but it works. It took me six years and enough bad orders to write it down. Now I don't approve a chemical PO without running through it—and I do not mean “pretty much” running through it. I mean literally, line by line.
