Veolia COA Checklist: How to Verify a Chemical Delivery Before You Use It

Last March, a production supervisor called me with 36 hours to go before a line restart. The drums were on the dock, but the Veolia COA didn't match the lot number on the labels.

The problem was a single transposed digit. We got the corrected certificate within four hours, and the line started on time. But it reminded me why I have a standard routine for COAs. If I had not checked the lot number first, that 'small paperwork thing' could have delayed production—or worse, put the wrong material into a process.

I've spent the past eight years coordinating chemical orders and expediting deliveries for industrial water treatment and specialty chemical clients. I'm not a lab chemist. I'm the person who gets called when a delivery is on the dock and someone needs to decide: accept, reject, or ask for more information. This is the checklist I use for a Veolia COA.

What a Veolia COA actually is

COA stands for certificate of analysis. Actually, 'lot-specific certificate of analysis' would be a better name. A COA is issued for a specific production lot, and it tells you which tests were run, which results were obtained, and whether those results met the product specification.

A COA is not a safety data sheet. Under OSHA's Hazard Communication Standard (29 CFR 1910.1200, osha.gov), employers need SDSs for hazardous chemicals in the workplace. A COA does not satisfy that requirement. It answers the question 'what did we receive?', not 'how should we handle it?'.

The six-step verification checklist

1. Start with the Veolia logo and document header

It sounds like checking the logo is cosmetic. It is not. The official Veolia logo and the full company name at the top of a Veolia COA tell you who issued the document. If the logo is missing, blurry, or does not match the entity on the shipping paperwork, stop and ask before you use the material.

Check the COA number, the issue date, and the lot number. Then compare the lot number on the COA with the lot number on every drum, bag, or tote, not just the first one. In March 2024, a one-digit lot mismatch was exactly what saved a client from a bad release. It took an extra fifteen minutes to inspect the lot numbers. That fifteen minutes was worth it.

2. Match the product name, formula, and CAS number

For simple chemicals, the formula is one of the strongest verification tools you have. If someone asks 'what's the chemical formula for sodium hydroxide?', the answer is NaOH. If a COA says the product is sodium hydroxide and the formula line reads NaOH, that is a good start. Then check the CAS number. For sodium hydroxide, the CAS number is 1310-73-2.

Do not stop at the formula. Sodium hydroxide can be shipped as anhydrous pellets, as a 50% solution, or in other forms. The formula tells you what the molecule is; the specification tells you the concentration and limits. Both have to match your purchase order.

3. For polymers, know what a COA should look like

Not every material in a chemical order has a simple molecular formula. This is especially true for polymers in hair products. Conditioning polymers, styling polymers, and film formers are often copolymers with a range of chain lengths. They do not fit neatly into a formula box the way NaOH does.

If you buy polymers in hair products for a personal care lab, check the INCI name if the product is cosmetic, the manufacturer product code, the lot number, and the relevant specification data. A typical polymer COA might include solids content, viscosity, pH, residual monomer, and microbiology results. Do not ask the supplier for a single 'molecular formula' for a polymer; ask for the specification sheet and the COA together.

4. Read the analytical results against the chemistry

The COA should match the actual chemistry of the order. In organic synthesis, one common question is about the product of p-nitrotoluene, MnO2, and sulfuric acid. Under controlled lab conditions, the product of p-nitrotoluene with manganese dioxide and sulfuric acid is p-nitrobenzaldehyde (4-nitrobenzaldehyde, CAS 555-16-6). Stronger oxidation can push it further to p-nitrobenzoic acid, so a well-written COA should name the expected product and confirm its identity by appropriate tests.

For an order of p-nitrobenzaldehyde, look for an assay result, a melting point range, and possibly a residual p-nitrotoluene limit. The 'pass' column is not enough. Read the numeric result. If the result is lower than the specification, ask for an explanation before you accept the lot.

5. Cross-check the COA with the label and the SDS

The COA should agree with what is printed on the drum and what is in the safety data sheet. For sodium hydroxide, the label and SDS should use the same product name and show the same hazard information. For a polymer, the label may not have a chemical formula, but it should show the product code, lot number, and any cosmetic or industrial classification that applies to your use.

When a COA and label disagree, the safest response is to quarantine the material until the supplier confirms which document is correct. That is not a slow process if you do it early. The slow process is discovering the mismatch after the material has been added to the batch.

6. Keep a copy where you can find it later

I've been on too many audits where someone needed a COA from two years earlier and nobody knew where it went. In 2023, we spent an entire morning reconstructing a lot record because the certificate was sitting in an old email inbox. Now I keep a digital file for each supplier and lot number. The file name uses the COA number, the lot number, and the product name. That sounds simple, but it saves hours.

If you receive a rush order and the paperwork is incomplete, do not lose the chance to fix it later. Document what you received, take a photo of the label, and keep the original COA with the delivery record.

What to do when the Veolia COA does not match the order

Do not release the material. Put a clear 'do not use' note on the pallet or drum. Take photos of the COA, the label, and the lot numbers. Call the supplier with that information.

I know people prefer email because it leaves a trace. For a true emergency, call first, then confirm by email. In the 2024 mismatch I mentioned earlier, the phone call brought a corrected certificate in four hours. Email would have probably taken a day. Actually, email would have been fine if we had waited, but the line start needed a faster answer.

The COA mistakes I keep seeing

  • Treating the COA as optional for small orders. A 5-gallon pail does not need less traceability than a tanker. When I was starting out, the vendors who took small orders seriously were the ones I trusted later with large orders. Good documentation should not depend on order size.
  • Only checking the product name. A product name can be written in different ways, but the lot number, CAS number, and specification data are what make the COA specific to your shipment.
  • Accepting a COA with no lot number. A certificate without a lot number is not a certificate of analysis for your order. It might be a product data sheet. Ask for the lot-specific version.

The COA will not catch every problem. It cannot guarantee that a supplier never made a manufacturing error, and no honest person will promise that. But the COA is the best early warning system I know. It ties the chemistry to the specific lot, and it gives you the evidence to make a good call before the chemical reaches your line.

If you ask me, the time to think about the Veolia COA is before the truck arrives. Write the documentation requirement into your purchase order, especially for rush deliveries. That one sentence can save you from the phone call I got last March.
