Chemical Procurement Checklist: Ordering Veolia Chemicals, Ethylene Products, and Specialty Supplies

I’m the office administrator for a 150-person manufacturing site. I manage all of our chemical and water-treatment supply ordering—roughly $280,000 a year across eight vendors. I report to both operations and finance, so I get pulled in two directions: operations wants the right product, and finance wants the paperwork to be clean.

This checklist is for anyone who has to do that job without a chemical engineering degree. It won’t tell you which chemistry is right—that’s what the process engineers and suppliers are for. It will tell you what to check before you send out a purchase order.

When This Checklist Helps

Use this before you place any industrial chemical order, especially if you’re buying from a large provider like Veolia Chemicals. I’ve used it for standard items and for less familiar requests. A few years ago I had to help a maintenance engineer source an MDI mercury contactor. I didn’t know exactly what the part did. I still used the same steps, because the parts that scare you are the ones where the paperwork matters most.

Here are the six steps I run through before every order. If you use this with a big supplier, it will feel basic. That’s fine. The goal is to avoid the one wrong detail that turns a routine order into a three-week problem.

Step 1: Check the Spec, Not Just the Product Name

It’s tempting to think you can compare unit prices and call it a day. But chemical names are not exactly like model numbers. Two products with the same general name can have different grades, different purity, and different impurities. That changes both performance and safety.

When I order ethylene products—ethylene glycol, for example—I don’t rely on the product name. I confirm the exact grade, the concentration, and the test method. I also ask for the certificate of analysis before the order is placed. If a supplier can’t produce it before the PO, they won’t magically produce it after.

For something like an MDI mercury contactor, I’d ask the seller to confirm the manufacturer’s part number in writing and send the datasheet. I didn’t fully understand the value of detailed specifications until a $3,000 order came back completely wrong. The visual check wasn’t enough.

Step 2: Verify the Documentation Package First

Chemicals don’t arrive with a handwritten receipt. They arrive with safety data sheets, certificates of analysis, lot numbers, and sometimes customs paperwork. I used to wait until delivery to collect the documents. Now I ask what’s included before anything ships.

In March 2023, a vendor failure changed how I think about documentation. We placed a rush order for a specialty solvent. The price was reasonable and the lead time was fine, but the supplier couldn’t provide a proper invoice—or rather, the invoice didn’t include our PO number or the lot reference. Finance rejected the expense. The vendor wouldn’t accept the return without a debit note. It took two months to resolve, and I ended up eating about $2,400 out of the department budget. Now I verify invoicing capability before I place any order.

My minimum documentation checklist:

  • Safety Data Sheet (SDS) current for the specific product
  • Certificate of Analysis matching the lot number
  • Country of origin if it crosses a border
  • Invoice template with a PO number field

Step 3: Know What the Water Is Doing

Here’s where the chemistry becomes relevant for procurement. Why is water an excellent solvent? Because it’s polar. The oxygen side of the molecule has a slight negative charge, and the hydrogen side has a slight positive charge. That lets water surround ions and carry dissolved contaminants. It also means industrial water is rarely pure—it picks up whatever it touches.

That’s important when you’re buying water-treatment chemicals. If you choose a treatment product without knowing what’s already in the water, you’re guessing. I’m not the person who takes the samples. But I make sure the supplier gets the test results before I order. It has saved us from buying the wrong polymer more than once. The same polarity also explains why oil and water don’t mix. If the problem is a nonpolar contaminant, you may need a different product entirely.

Step 4: Check Logistics Before You Need It

Chemical logistics are different from office supplies. Some materials need hazmat shipping, temperature control, or special storage. Shelf life matters too.

I once ordered a drum of treatment chemical that had a 90-day shelf life and arrived near the end of its usable window. The supplier hadn’t flagged it. We had to ship it back, wait for a replacement, and pay for expedited freight. That one cost us around $4,000 total—maybe $4,500 when I count the downtime. Now I check the lot date at order confirmation.

If you need a rush order, get the delivery commitment in writing. The value isn’t just speed. It’s the certainty that the deadline will be met.

Step 5: Ask the Specialist Where Their Lane Ends

The way I see it, no supplier is excellent at everything. The ones that admit that are easier to work with.

Veolia Chemicals has handled our water-treatment and process-chemical orders for the past few years. Their product line covers a lot of what we need, from polymers to process aids to some ethylene derivatives. But when I asked their rep about a niche mold-release agent we used on one production line, she said, ‘That’s not really our lane. We can tell you who makes it, but I wouldn’t want your forecast to depend on us for something we don’t do well.’

That response earned more trust than a simple ‘we can supply anything’ would have. I’d rather work with a specialist who knows their limits than a generalist who overpromises. If a supplier says something isn’t their strength, believe them. They’re probably saving you both a headache.

Step 6: Read the Invoice Math

This is the least glamorous step, but it protects the budget. Check the unit of measure. Check whether the price includes drums or only the chemical inside them. Check freight, hazmat fees, minimum order quantities, and payment terms.

In our 2024 vendor consolidation project, I found a new supplier that quoted a much lower price per gallon. When finance looked closer, the price didn’t include the drum deposit or the return freight. It ended up being only 6% cheaper, not the 20% we thought. Still a saving, but not the win we were expecting.

I record the total cost per order in our system, not just the line item price. Also ask for a price validity date. As of January 2025, I still get quotes in writing with a 30-day validity. Chemical prices move, and so do freight charges.

What Most Buyers Skip

The step I see most buyers skip—or rather, that I used to skip—is the post-delivery review. I used to file the paperwork and move on. Now I add a delivery note to the order record: Did it arrive on time? Was the paperwork correct? Did the product do what the engineer expected?

After about a year, patterns show up. That data is more useful than any sales conversation.

Common mistakes I’ve made myself:

  1. Assuming a familiar brand means the spec is right.
  2. Not checking lot expiration dates.
  3. Letting a supplier’s ‘yes’ override your own checks.
  4. Buying extra volume to lower the unit price, then watching it expire.

When to Look Elsewhere

Even a good supplier isn’t right for every order. If you need a highly custom formulation, a small-batch specialty item, or something outside the supplier’s stated focus, go somewhere else. A supplier that tells you that upfront is not weak—at least, that’s been my experience with industrial chemical purchasing. They’re a specialist.

For standard chemicals, water-treatment programs, and routine process supplies, an established provider like Veolia Chemicals makes sense. For the 10% of orders that are unusual, find the specialist. You’ll get a better product and a better justification for the cost.
